You can actually get yourself into a lot of trouble handcuffing people.
Probably more than she got into for doing this. An unlawful restraint charge, assault 2, and "permanent damage" caused by those non lethal deterrents resulting in a civil suit.
Short answer here is punch the bitch in the face and get a CCW/CWP, or shut up, hide, and hope she doesn't get more violent than a few slaps. -
